Instructions
Preheat oven to 425 degrees.
In a large bowl, combine flour, baking powder, onion powder, garlic powder, and salt.
Fold the butter into the dry ingredients using a fork until crumbly.
Slowly add the soy milk a few tablespoons at a time and mix until a dough forms. (You may not need the entire 2/3 cups of milk).
On a floured surface, knead the dough and then roll out the dough to a 3/4 inch thick. Cut into 3 inch rounds.
Place dough rounds on ungreased baking sheet. Bake for 12-14 minutes or until lightly brown.
